Compared with uploading online videos, launching lecture tours is unquestionably toilsome. On the other hand, having classes in a large auditorium provides more opportunities to discuss than just listening to videos online individually.
Indeed, if the government calls on all adults over 25 to take part in a course, there is no doubt that at least the vast majority will respond actively.
